PUBLIC WORKS

OPERATIONS & ACTIVITIES

The Village's Public Works Department has six internal divisions: engineering, GIS, utilities (water, sewer, stormsewer), forestry and park maintenance, fleet maintenance and streets operations. Robert Bartelt, the Village's Executive Director of Public Works is a Professional Engineer (PE) and oversees all six divisions, which includes 25 full time employees, including 3 Professional Engineers & 2 Administrative Assistants.

Robert Bartelt was appointed as Howard Director of Public Works on January 29, 1996. Prior to that appointment, he served as Director of Public Works and Assistant Director of Public Works for Greendale, Wisconsin.

The Director of Public Works is vested with the responsibility to oversee all the operations of the Public Works department, including the physical assets of the community, all utility and road infrastructure and all engineering activities of the village.

Mr. Bartelt received his Bachelor of Science (BS) degree in Civil Engineering from Michigan Technological University. He is a registered Professional Engineer (PE) in the State of Wisconsin and is a member of the American Public Works Association.

PUBLIC WORKS DEPARTMENTS

The Village's Engineering Services consist of surveying, road design, utility design, sidewalk design, overseeing all construction projects, and local storm water management. Geoffrey Farr, the Village's Engineer, oversees all 3 full time employees.

The Village's GIS Department is responsible for all mapping and locating of the Village's entire infrastructure which includes sewers, water, stormsewer, streetlights, street trees and all street signs. Tim Niemi is the Village's full time GIS Coordinator.

The Village's Utilities include water & sewer and are responsible for maintaining the entire infrastructure, responding to emergencies, locating facilities for diggers hotline, and following all the DNR requirements to provide safe drinking water. The Village's Utility Department has 4 full time employees. Dave Fonder also oversees the day-to-day operations in his capacity as working foremen.

The Village's Forestry and Park Maintenance is responsible for 11 parks in Howard. Duties include grass cutting, field preparation, forestry, snow removal, building maintenance, ice rink and general maintenance. The Park Maintenance has 2 full time employees.

The Village's Fleet Maintenance is responsible for all equipment the Village owns which includes, Fire Department, Police Department, Street Department, Utility Department, Park Maintenance and Administrative equipment. The Fleet Maintenance has 2 full time employees.

The Village's Street Operations Division consists of refuse collection, recycling, road maintenance, building maintenance, streetlights, ditching work, chipping, snow plowing & salting. The Village's Street Department has 9 full time employees. Ken Pamperin also oversees the day-to-day operations in his capacity as working foremen.
