PUBLIC SAFETY
JOHN O'CONNOR, FIRE CHIEF
John O'Connor was named Fire Chief of the Village of Howard in March 1988.

As Fire Chief, Chief O'Connor provides leadership, management and oversight to all Fire Department functions, including fire suppression, fire investigation, fire prevention and community emergency response procedures. Chief O'Connor also directs the selection, orientation, training, performance management, wage administration and discipline of employees of the Fire Department in accordance with Village policy. It is incumbent upon Chief O'Connor to to assure all work performed in the fire department meets the Villages standards for customer service, accuracy, quality and efficiency.

JIMMY DAGNEAU, DIRECTED ENFORCEMENT OFFICER II
Jimmy Dagneau was the first Directed Enforcement Officer (DEO) in Brown County, Wisconsin. Since most municipalities within Brown County contract law enforcement through the Sheriff's Department, most municipalities have Directed Enforcement Officers as the primary liasion between the Sheriff's department and the municipality they represent. In December 2006, DEO Dagneau was promoted by the Village to DEO II.

It is the reponsiblity of the Village DEO officers to oversee the safeguarding of lives and property, maintaining order and keeping the peace, preventing and detecting crime and helping those in need.

GUY SHEPARDSON, DIRECTED ENFORCEMENT OFFICER
Guy Shepardson is the Village of Howard's Directed Enforcement Officer (DEO). Since most municipalities within Brown County contract law enforcement through the Sheriff's Department, most municipalities have Directed Enforcement Officers as the primary liasion between the Sheriff's department and the municipality they represent.

Officer Shepardson works in concert with DEO II Jimmy Dagneau to oversee the administration of the local department. Officer Shepardson oversees and coordinates all traffic enforcement in the village.

It is the reponsiblity of the Village DEO officers to oversee the safeguarding of lives and property, maintaining order and keeping the peace, preventing and detecting crime and helping those in need.

HOWARD FIRE DEPARTMENT
The Village of Howard has an award winning paid on-call fire department, which utilizes a full-time Fire Chief (John O'Connor) and two assistant Fire Chiefs (Ed Janke and Bernie Madison).

The Village contracts law enforcement services through the Brown County Sheriff's Department. Chief Deputy John Gossage, Direct Enforcement Officer II Jim Dagneau and Direct Enforcement Officer I Guy Shepardson are responsible for the administration of the police services received in Howard.

The Village also contracts for Emergency Medical Services (EMS) through a private emergency medical services company. All three public safety branches can be reached in time of emergency by calling 911.

HOWARD/BROWN COUNTY POLICE DEPARTMENT
The Village of Howard and Brown County work as a cohesive unit to provide its' citizens with the best possible police services. Protection involves the prevention, detection, apprehension, prosecution, and detention of those persons who violate criminal or civil, state or local laws.

As mentioned, the Village of Howard contracts its law enforcement services from the Brown County Sheriffs Department. This allows for top quailty police services at an efficient rate for citizens.

The Village's main patrol station is located at Village Hall in conjunction with the fire department. However, this is not a walk-in police station, and those who require non-emergency assistance should contact the Brown County Sheriffs Department at 920/448-4219.
