
Mission:
To provide and maintain a comprehensive park system with a balance design of active and passive facilities that is available for all citizens to enhance their well-being and their environment.
The Parks Division is responsible for care and maintenance of all park areas, park pavilions, trail systems and sport fields. We also maintain turf grass at various village properties and street medians. If you would like to request park services or have questions regarding the Village park program please enter the Citizen Request Management Center.

The Village of Howard has many facilities available for public rental for your function. Please view the Rental Guide to see descriptions of the facilities that we have available. If you have any questions about a facility or the procedures please call (920)434-4640.
To check on the availability of a facility please check the Facility Calendar. Reservations are made on a first come, first serve basis for the upcoming year at the Village Hall beginning the first business day in December.
A Facility Registration Form must be completed and returned to the Village Hall, 2456 Glendale Avenue, to reserve a facility. All fees are due upon reservation.

The Howard Parks are maintained by the Howard Department of Public Works under the direction of Chris Clark, Parks Superintendent/Forester. COMPREHENSIVE OUTDOOR RECREATION PLAN

The Comprehensive Outdoor Recreation Plan 2005-2010 was adopted by the Village Board on April 25, 2005. It is available for viewing on this web page by select this link or at the Howard Village Hall or the Weyers-Hillard Public Library.
The Comprehensive Outdoor Recreation Plan 2005-2010 is a comprehensive update of previous park plans and identifies current outdoor recreation and open spaces, recreational facilities and special concerns that affect outdoor recreation. The purpose of the plan is to guide the acquisition and development of land and facilities needed to satisfy the park, recreation, and open space needs of the community, and to protect and enhance the Village's important natural resources.

ICE RINK OPEN AT PINEWOOD PARK
|
The Village of Howard Parks Department maintains an ice skating and hockey rink at Pinewood Park, 1013 Harwood Avenue. The ice rink is located behind the park shelter. The following rules should be observed while using the ice rinks:
- This is a family friendly community park. Remember to be courteous to all other users.
- A supervised warming shelter, restrooms, and concessions are available during open hours.
- Horseplay on the rink or in the shelter is not acceptable.
- Hockey sticks and pucks must remain in the hockey section of the rink at all times.
- Hockey sticks are only allowed in designated barrels in the shelter.
- Do Not hit hockey pucks against the shelter building.
- No alcoholic beverages, drugs, or persons under the influence are allowed on the premises.
- Trash shall be placed in appropriate containers.

SLED HILL OPEN AT MEADOWBROOK PARK
|
The Village of Howard Parks Department maintains a sledding hill at Meadowbrook Park, 670 Hillcrest Heights, behind Meadowbrook Elementary School. The sledding hill is located east of the pavilion parking lot and north of the playground. The following rules should be observed while using the sledding hill:
- This is a family friendly community park. Remember to be courteous to all other users.
- The sledding hill is unsupervised. Sledding is at the user′s own risk. Users assume full responsibility for determining if conditions are safe for sledding. Adults are responsible for supervising children in their care.
- Park hours shall be observed while sledding: 8 a.m. to 10 p.m. Sledding during daylight hours is recommended.
- Construction of snow ramps or jumps is prohibited; this can be dangerous for other users.
- No skis, snowboards, toboggans, or metal sleds.
- Sledding in the woods is prohibited.
- Trash shall be placed in appropriate containers.
- Do Not trespass on non-park properties.
There is also a small "bunny hill" located just west of the park pavilion that can be utilized for small children. All of the same sledding rules should be observed at this location also.

SAIL PROGRAM HELPS WITH LEAF CLEANUP AT PINEWOOD PARK
|
The Village of Howard Parks Department would like to thank the students in the SAIL (Students Achieving In Life) program from the Howard-Suamico School District for volunteering their time to rake leaves at Pinewood Park in Howard.
The students participated as part of their service component in the SAIL program. In its second year, SAIL gives alternative education options to middle school and high school at-risk students.
The Village of Howard appreciates all volunteer efforts that help to beautify our community.

DOG PARK ADVISORY COMMITTEE
SELECTS SITE FOR PROPOSED DOG PARK
|
The Village of Howard has organized an advisory committee to promote and establish a dog park in the Village of Howard. The committee has met several times, looked at various locations and has recommended to establish a dog park at Gordon Naumann Conservation Area (GNCA) on Wietor Drive.
The Village Board of Trustees passed Resolution 2009-20 that establishes GNCA as the future site of a dog park.
A wish list of items has been established that will be needed or desired to establish a Dog Park. Some of these items include: fencing, signage, garbage cans, bridge or culvert crossing, picnic tables, open shelter, bag dispensers, monetary donations, labor. Advertisement space will also be available for local businesses.
Anyone interested in contributing to the dog park or joining the committee is encouraged to contact Monica Hoff-Animal Control/Humane Officer at 434-4640 or 819-6709.

MEADOWBROOK PARK PAVILION
|
The Meadowbrook Park Pavilion, which was completed in August 2008, provides space for community programs, meetings, events and rentals usage. The facility features an activity room with seating for 81 banquet style, with additional outdoor seating for 72 on picnic tables in the open air overhang. The building includes a full kitchen, restrooms, storage areas and mechanical room.
A natural rain garden collects the surface water from the building. A bio-retention center in the parking lots collects and filters the parking lot rain water. The building has convenient parking and drive up and is located next to the playground and walking trails. The Parks Department has recently installed a lighted flag pole and additional landscaping to improve the overall beautification of this location.

Pet Waste bag dispensers are located in various Village parks. The program is "Take a Bag, Leave a Bag". We invite you to participate in our new program which requires pet users to clean up after their pets and dispose of the waste off site.
The Parks Department would also like to remind park users that all pets shall be leashed while in the park and be aware of signage that limits pet access to athletic fields, playgrounds, and pavilion areas.

Deerfield Docks was built and is managed by the village through a long-term lease with the Wisconsin Department of Transportation. |

Duck Creek Quarry Park is a 30.83 acre property containing a limestone quarry which was operated from 1827 until 2001. The site was quarried to within 50' of the property lines on all sides and has a depth greater than 170'. The quarry is filling with water and is expected to rise to 100 feet deep. The quarry is being explored for its recreational value as it becomes a lake. In 2009 the village will begin using the quarry as a limited recreational facility with permitted scuba diving classes. |

The eastern and western park areas are passive recreation areas. The central park is being developed into an active play area. The park has a playground and two walk-in entrances. |

There are two separate entrances and parking lots. Lancaster Brook runs through the park in a natural wooded area with an extensive trail system. The main trail is 1 1/4 mile paved trail from Hillcrest Heights to Cardinal Lane. The pavilion provides space for community programs, meetings, events and rentals usage. The park is adjacent to the Mountain Bay State Recreation Trail and provides snowmobile access from the parking lot to the trail during the snow season. |
